With this information, law enforcement, animal welfare organizations, and other related institutions will be able to better target their intervention efforts with respect to both animal cruelty and those crimes for which animal cruelty serves as a marker.

The Justice for Animals Incident-Based Reporting System (JFA IBRS) collects detailed case information on animal cruelty incidents from members of the public.

While it may take several years, the data will provide integral insight to law enforcement and other stakeholders. For instance, the data will be able to clarify who is committing animal cruelty offenses, the most common jurisdictions in which animal cruelty is occurring, whether cases are reported to the police, investigated, and prosecuted. By answering these questions, stakeholders can identify areas to expend resources, improve law enforcement training, and update and refine legislation.
